MOUNTING INTERNATIONAL INVESTMENT

The Mountain State is continually making more inroads onto the global stage, growing its exports and attracting more international investments. The West Virginia Department of Economic Development’s International Office now offers export assistance and is embarking on international business development missions to countries like Korea, Japan and Taiwan. German packaging manufacturer Papier-Mettler announced in June 2022, a $48 million investment and 100 new jobs in Moorefield. Italian manufacturer Fanti USA also recently renovated its production facility in Weirton to serve the U.S. market with metal packaging containers.

KEY INCENTIVES

West Virginia Economic Development Authority Direct Loan Program: Offers financial assistance in the form of loans, direct financing and operating leases to industrial development agencies and enterprises.

Special Property Valuation: Reduces property taxes by up to 95% for certain sectors, including chemicals, polymer metals, data centers and aviation.

Manufacturing Investment Credit: Offers a tax credit of up to 60% of the corporate net income tax base on qualified investments in an eligible manufacturing facility.

Governor’s Guaranteed Work Force Program: Offers up to $2,000 per employee to eligible new and ex- panding companies that create at least 10 net new jobs within a 12-month period

HIGHLIGHTED PROGRAM OR INITIATIVE

The new Equipment Financing Program helps businesses operating in the state gain access to essential tools and machinery with low-interest loans of between $50,000 and $2 million. Borrowers must be established and based in West Virginia and have been in operation for at least one year.

  • Triton International Enterprises announced in August 2023 it will build a $50 million food packaging facility and create 600 jobs in Berkeley County.
  • Omnis Fuel Technologies announced in August 2023 it will invest $800 million and create 600 new jobs at the Pleasants Power Plant in White Sulphur Springs.
  • Clean Vision Corporation announced in June 2023 it will build a $50 million manufacturing facility in Charleston.
  • South Korean pharmaceutical company UNDBIO announced in April 2023 a $100 million investment and 200 new jobs at an insulin manufacturing facility in Morgantown.
  • Our Next Energy announced in March 2023 it will build a battery storage system manufacturing facility in Ravenswood.
