Pennsylvania currently has one of the nation’s top 10 largest state economies, with more than 20 Fortune 500 companies headquartered in the state. Alma Group, West Pharmaceutical Services and Guardian Booth have announced projects here. Manufacturers MD Electronics, Re:Build Manufacturing and Prysmian Group North American also recently announced more than $400 million in investments to create over 500 jobs. The Keystone State is now trying to push more urban growth into its rural areas and coal-impacted communities. A new report by Brookings Institute noted that the state has many of the assets needed for innovation-driven development, including leading universities and a diverse talent pool to foster high-quality economic growth across all industries.
Job Creation Tax Credit (JCTC): Offers a tax credit of $1,000 per year for three years for each job for companies that create at least 25 jobs or expand existing employment by 20%.
Pennsylvania First Program (PA First): Offers grants, loans or loan guarantees for large-scale competitive “targeted industry” projects that involve significant job growth and capital investment.
Qualified Manufacturing Innovation & Reinvestment Deduction: Offers a 5% corporate tax deduction for up to five years for companies that invest more than $100 million in a manufacturing facility.
Pennsylvania Industrial Development Authority (PIDA) Loan: Offers low-interest loans to finance land, building, machinery and equipment costs for businesses that commit to creating or retaining jobs.

Pennsylvania is currently working on its first economic development strategy in nearly two decades. The Shapiro Administration is meeting with businesses and economic development leaders across the state. As part of the new plan, it has also announced PA Sites (Pennsylvania Strategic Investments to Enhance Sites), a program that will offer $10 million in grant funding to conduct site assessments and prepare them for remediation.
